Abstract:
The work of political advisers has received renewed scholarly attention in the past decade. Different studies have analyzed how they participate in policy work and exert influence by looking at their policy formulation activities. Yet the focus of the literature has been on the procedural formulation activities rather than on substantive ones. Moreover, the existing research remains limited with advisers’ work in the core executive from the Westminster systems and do not tell us how advisers operate in different policy sectors or the source of their influence. In an attempt to fill these gaps, this presentation aims to show advisers’ substantive policy formulation activities in health policy making, theorize their policy work and highlight the factors that determine their influence over policy content.
